Labores del Consejo de Estado en vacaciones . El Consejo de Estado deberá actuar, aun en época de vacaciones, por convocatoria del Gobierno Nacional, cuando sea necesario su dictamen, por disposición de la Constitución Política. También podrá el Gobierno convocar a la Sala de Consulta y Servicio Civil, cuando a juicio de aquél las necesidades públicas lo exijan.
