Retirará igualmente el Poder Ejecutivo el exequatur a las letras patentes conferidas a los Cónsules i Ajentes consulares i Vicecónsules que sean desafectos al Gobierno de la Union, o que tomen o hayan tomado parte en rebelión armada contra las instituciones nacionales i el Gobierno, sea federal, o el de algún Estado.
