Art. 14. Si las Juntas de comercio de Bogotá, Medellin i Barranquilla no nombran, llegado el caso, con un mes de anticipacion, el miembro de la Junta Directiva de la canalizacion del rio Magdalena que les corresponde nombrar respectivamente, lo hará el Poder Ejecutivo por parte de cada una de ellas.
