Treinta (30) días antes de cada elección popular, la Corte Electoral formará una lista de ciudadanos en número equivalente al doble de las circunscripciones electorales. De tal lista escogerá, por sorteo y para cada circunscripción electoral, por lo menos quince (15) días antes de las mismas elecciones, dos ciudadanos de distinta filiación política encargados de verificar por delegación y a nombre de la Corte los escrutinios a que se refiere el artículo 45 de esta Ley. La Corte Electoral procurará que sus Delegados hayan sido Consejeros de Estado, Magistrados de la Corte Suprema de Justicia, de la Corte Electoral, de Tribunal o sean o hayan sido Profesores de Derecho. Dichos Delegados tendrán derecho a los viáticos que les fije la Corte Electoral, y a gastos de transporte.
