La propuesta de que trata el artículo anterior será presentada conjuntamente por el Ministro del ramo y por el Jefe del Departamento Nacional de Planeación, con fundamento en los planes desarrollados y por desarrollar por los organismos y entidades titulares de las rentas de destinación especial y en las distintas actividades complementarias o afines señaladas en cada caso.
