º. Objetivo . Es objetivo de la carrera administrativa mejorar la eficiencia de la administración de la Contraloría General de la República y ofrecer a todos los Colombianos igualdad de oportunidades de acceso a la entidad. El ingreso, permanencia, ascenso y retiro en los empleados de carrera de la Contraloría General de la República se hará considerando exclusivamente el mérito, sin que para ello la filiación política o razones de otra índole puedan incidir de manera alguna. Su aplicación no podrá limitar ni constreñir el libre ejercicio del derecho de asociación a que se refiere el artículo 39 de la Constitución Política.
