Art. 1.° Los pagadores nacionales cubrirán de preferencia las órdenes de pago del servicio corriente ; i para satisfacer las que correspondan a vijencias económicas anteriores, se sujetarán a las reglas que les prescriba el Poder Ejecutivo por medio de la Secretaría del Tesoro i Crédito nacional ; para lo cual procederán inmediatamente a formar una relacion esacta de todas las órdenes que hayan quedado sin amortizarse i la remitirán oportunamente a la espresada Secretaría
