El Gobierno podrá celebrar operaciones de crédito interno o externo, hasta por la suma de diez millones de pesos ($ 10.000.000) , con destino a las obras decretadas en la Ley 48 de 1947, si fuere necesario; con garantía de las sumas en ella votadas, de las obras portuarias que van a construírse y de las rentas que produzcan esas obras.
