Para dar cumplimiento a esta Ley, en caso de que no se incluyan las partidas necesarias en el Presupuesto Nacional, el Gobierno queda autorizado para efectuar los traslados correspondientes, abrir créditos y llevar a cabo todas las operaciones financieras necesarias internas o externas.
