En zona franca podrán operar sucursales o agencias de empresas que tengan domicilio principal en el país fuera del área de jurisdicción de la respectiva entidad. Tales sucursales o agencias no podrán optar por el régimen de libertad cambiaria. Las empresas que operen en zona franca bajo el régimen de libertad cambiaria, no podrán tener sucursales ni agencias en el país, fuera del área de la respectiva entidad.
