Todo contrato para explotar hidrocarburos en los terrenos de que trata el Artículo 3º, de la Ley 14 de 1923 caducara cuando el concesionario, pasados dos años a contar del perfeccionamiento del contrato, no haya llevado al lugar de la explotación los elementos necesarios para perforar en condiciones técnicas, a juicio del Gobierno, un pozo por lo menos en cada uno de los lotes que comprendan la concesión.
