Autorizase al Gobierno Nacional para que, por conducto del Ministerio de Educación, tome las medidas indispensables que garanticen el eficaz y cabal cumplimiento de lo dispuesto en el artículo 1°. De esta Ley, e incluya la partida de que habla el anterior articulo dentro de su Presupuesto global en las próximas vigencias.
