Modifícase el artículo 1º del Decreto 589 de 2001, en el sentido de indicar que la Comisión Intersectorial para la Reforma Institucional de los departamentos deberá presentar al Gobierno Nacional las propuestas de reforma del marco institucional de los departamentos, antes del 31 de octubre de 2001.
