Cédese gratuitamente al Municipio de Popayán, con todas sus anexidades y dependencias, el local de propiedad de la Nación, a que hace referencia la escritura pública número 612, de 14 de abril de 1926, pasada en la Notaría 3ª de Bogotá; local este que se encuentra incorporado ya al edificio en construcción del Palacio Municipal de esta ciudad.

Parágrafo

Facúltase expresamente al Gobernador del Cauca para que otorgue y firme la escritura correspondiente.
