° Previos los requisitos legales, el Distrito Especial de Bogotá podrá pignorar total o parcialmente el producto de las estampillas de que trata el presente Decreto, para garantizar con tal producto las operaciones de crédito que fueren necesarias para financiar la construcción de las oficinas y dependencias administrativas distritales.
