Art. 2.° El Poder Ejecutivo queda autorizado para gravar el Presupuesto nacional hasta con la suma de cincuenta mil pesos ($ 50,000), con el objeto de dar cumplimiento a lo que se le ordena en, el artículo anterior.

A esta suma se agregarán los diez mil pesos ($ 10,000) ofrecidos por el Estado de Santander, i lo que ofrezca el Estado de Boyacá, a quien se invitará al efecto.
