Son sujetos pasivos o responsables del impuesto los productores, los importadores y, solidariamente con ellos, los distribuidores. Además, son responsables directos los transportadores y expendedores al detal, cuando no puedan justificar debidamente la procedencia de los productos que transportan o expenden.
