Certificación de la necesidad del servicio. Cuando se requiera celebrar un contrato de administración, en los términos establecidos en el artículo 17 del presente decreto, la entidad territorial certificada deberá justificar la necesidad de esta contratación considerando la planta de personal, directivos docentes, docentes y administrativos aprobada para la correspondiente entidad territorial.
