º. Obligación Especial de Servicio Universal. Dentro del año siguiente a la vigencia del presente Decreto, el Fondo de Comunicaciones evaluará cuáles de los Centros Integrados de Telefonía Social, CITS, satisfacen adecuadamente las necesidades de la población, a fin de asumir la gestión de los mismos, previo acuerdo con el operador establecido. Sin perjuicio de lo anterior, a partir del año siguiente a la vigencia del presente Decreto, la obligación contenida en el artículo 25 del Decreto 2542 de 1997 no será exigible.
