Artículo cuarto. De las autorizaciones conferidas en la presente Ley se excluyen las operaciones de crédito externo con tasa de interés fluctuante revisable periódicamente y determinada por la oferta y la demanda, que tengan como objetivo obtener recursos en moneda legal para cubrir gastos de funcionamiento en el presupuesto nacional.
