Articulo 1 º. VALOR ADUANERO DE LAS MERCANCIAS IMPORTADAS. Para efectos aduaneros, el valor de las mercancías que deberá determinarse en la declaración de importación, será el precio normal de las mismas, el cual se establecerá en la forma prevista en este decreto. El valor aduanero o precio normal de las mercancías, constituye la base gravable sobre la cual se liquidarán los derechos de aduana y se tendrá en cuenta para la determinación del impuesto sobre las ventas.
