° La Gobernación someterá asimismo a la aprobación del referido Ministerio, las exploraciones de las vías, y una vez aprobadas, procederá a ordenar la ejecución del trazado entre los primeros puntos obligados. Aprobado éste, se podrá iniciar la localización y construcción, sometiéndose para esto a las instrucciones especiales de la Dirección General de Caminos Nacionales.
