El contingente mencionado en el artículo 1º del presente Decreto será asignado por el Ministerio de Agricultura y Desarrollo Rural en proporción del consumo total certificado por el revisor fiscal de cada industria textil solicitante y de conformidad con la reglamentación que expida para el efecto.

Parágrafo

Se entiende como consumo total de algodón la sumatoria de la fibra nacional más la importada procesada entre el 1º de octubre de 2001 y el 30 de septiembre de 2003. La comprobación del consumo total se hará mediante certificación expedida por el revisor fiscal de cada industria textil solicitante.
