El Ministerio de Hacienda y Crédito Público expedirá los documentos de crédito autorizados por este Decreto, en la medida en que las necesidades así lo exijan, con el solo requisito para su validez de que los títulos sean emitidos mediante acta por la Tesorería General de la República, y refrendados por la Contraloría General de la República.
