° La solicitud de autorización para organizar una institución de utilidad común o la petición encaminada a tener su personería jurídica, deberá presentarse al Ministerio de Gobierno por conducto de la entidad a la cual corresponde inspeccionarla y vigilarla de acuerdo con lo preceptuado en los artículos anteriores y con el respectivo concepto acerca de su utilidad y conveniencia.
