Las partidas correspondientes serán incluidas en los Presupuestos de las vigencias de los años enumerados en el artículo anterior y en caso de que así no se hiciere, queda autorizado el Gobierno para abrir los créditos necesarios, contratar empréstitos o realizar todas las operaciones encaminadas al cumplimiento de la presente Ley.
