Para dar cumplimiento a lo dispuesto en el artículo anterior, el Gobierno abrirá al Presupuesto de la vigencia fiscal en curso el crédito correspondiente y establecerá los requisitos conforme a los cuales deba hacerse la entrega de dicha suma a la entidad de reconocido carácter obrero a cuyo cargo esté la convocatoria del referido Congreso.
