Los establecimientos debidamente autorizados para comerciar en estupefacientes solo podrán tener en existencia como cantidad máxima la previsible, conforme a sus ventas normales para sus necesidades en un trimestre. En igual proporción podrán disponer de sustancias base los laboratorios que fabriquen especialidades incluidas en el índice.
