Las partidas necesarias para dar cumplimiento a los artículos 4º y 5º de esta Ley, se incluirán en los Presupuestos respectivos, y cuando el Congreso haya omitido esta formalidad queda facultado el Gobierno para abrir en la Ley de Apropiaciones los créditos adicionales indispensables.
