La venta bruta de las entidades territoriales está, constituida por la suma de los ingresos obtenidos a cualquier título que efectivamente hayan ingresadoa las Tesorerías Regionales durante la respectiva vigencia fiscal, menos los costos en que se haya incurrido imputables a dichos ingresos, tales como gastos de administración, recaudo, etc.
