El Ministro de Comercio Exterior mediante resolución distribuirá los cargos de la planta global y ubicará el personal teniendo en cuenta la estructura, los planes, los programas y las necesidades del servicio. De igual manera, podrá crear y organizar, con carácter permanente o transitorio, grupos internos de trabajo, de conformidad con el artículo 115 de la Ley 489 de 1998.
