Art. 3.° Siempre que la Corporacion municipal de la aldea de que se trata, o el Cabildo del distrito de San José, emprendieren la construcción de un puente sobre el rio Pamplona para establecer la comuicacion directa por territorio colombiano entre la aldea i el distrito, el Poder Ejecutivo auxiliará dicha empresa con la cantidad de cuatro mil pesos, que se destinan al efecto del Tesoro nacional.
