Las propuestas para contratar la construcción de oleoducto de uso público se presentarán al Ministerio de Minas y Petróleos, antes o después de practicados los estudios preliminares de la obra, pero en todo caso el Gobierno se reservará los derechos de que trata el artículo 54, para ejercitarlos oportunamente.
