El Gobierno podrá aprobar tarifas de trasporte de frutos de exportación en conocimiento directo desde los lugares de embarque del interior del país hasta los lugares de destino en el Exterior, y viceversa para las mercancías de importación. Para la fijación y desarrollo de estas tarifas el Gobierno promoverá el establecimiento de los convenios indispensables entre las diversas empresas de transportes, debidamente organizadas, y que ofrezcan garantías suficientes, ya sean éstas terrestres, fluviales o marítimas.
