Para los contratos a que se refiere el literal e) del artículo 2º., podrá abrirse, según el caso, concurso o licitación; y en caso de adjudicación directa, la entidad respectiva escogerá dentro de las personas registradas, la que en su concepto esté mejor calificada para prestar el servicio profesional que sea del caso, y pagará por él, al menos, los honorarios establecidos por las asociaciones profesionales que tengan el carácter legal de Cuerpo Consultivo, o en su defecto, acordará directamente el valor del servicio.
