ARTICULO 58 . Naturaleza.- La Comisión Reguladora de Potable y Saneamiento Básico será una Administrativa Especial, sin personería jurídica hará parte de estructura administrativa del Ministerio de Desarrollo Económico. La Comisión estará integrada por el Ministro de Desarrollo Económico o el Viceministro de Vivienda, Desarrollo Urbano y Agua Potable, quien la presidirá; El Ministro de Salud o su delegado; El Jefe del Departamento Nacional de Planeación o su delegado, y Tres expertos que serán de dedicación exclusiva, designados por el Presidente de la República, para períodos de tres (3) años y serán reelegibles. Su director será uno de los tres (3) expertos, quienes se rotarán por períodos anuales. A la Comisión asistirá como invitado, con voz pero sin voto, el Superintendente de Servicios Públicos, cuando este cargo sea creado.
