Certificación de la necesidad del servicio. Cuando se requiera celebrar un contrato de administración en los términos establecidos en el presente Capítulo, la entidad territorial certificada deberá justificar la necesidad de este contrato considerando:

La insuficiencia cualitativa o cuantitativa establecida en el parágrafo 3 del artículo 2.3.1.4.1.1. de este Decreto, y

La necesidad de realizar dicho contrato por razones de pertinencia, fortalecimiento cultural, cosmogonías y el cumplimiento de los objetivos que contempla el artículo 27 de la Ley 21 de 1991 y artículo 2.3.3.5.4.1.2. de este Decreto.
