A partir del 1° de enero siguiente a la sanción de la presente Ley, establécense un impuesto nacional cobre las propiedades inmuebles situadas dentro del territorio de que trata el artículo 3° de esta Ley, equivalente al dos por mil sobre el monto de los avalúos catastrales.
