Artículo décimo. El director del establecimiento carcelario será responsable del cumplimiento de los requisitos exigidos en este Decreto y demás disposiciones pertinentes, y certificará, bajo la gravedad del juramento, la autenticidad y veracidad de los documentos que se remitan al funcionario competente para que decida respecto de la gracia solicitada.
