Facúltase al Ministerio de Relaciones Exteriores y al de Transporte para establecer acuerdos con los países fronterizos cuyo objeto sea el transporte transnacional y transfronterizo de pasajeros y mercancías por carretera y fluvial. Dicho servicio deberá ser prestado por transportadores colombianos y del país vecino, legalmente constituidos.
