Autorízase al Poder Ejecutivo para invertir anualmente, por conducto del Ministerio de Relaciones Exteriores, la cantidad de ocho mil pesos ($ 8,000) en fomentar y mantener la unión intelectual entre las Repúblicas latinoamericanas, por medio de centros o asociaciones de tal carácter, de delegados viajeros conferencias y publicaciones, y con el fin de establecer una corriente de propaganda para el mutuo conocimiento y aprecio de dichos países.
