° Los contratos que se celebren en desarrollo de lo dispuesto por el segundo inciso del artículo 355 de la Constitución Política, deberán someterse a lo establecido por los Decretos 777, con excepción de sus artículo 3°, y 1403 de 1992. Los programas y actividades que se impulsen a través de dichos contratos deberán estar acordes a nivel nacional con el presupuesto de rentas y de apropiaciones de la Nación, y a nivel departamental, distrital o municipal, con el respectivo plan de desarrollo.
