Si no hubiere respecto de un mismo yacimiento más que un proponente, con él podrá celebrarse el contrato, siempre que preceda dictamen favorable de la Junta de Hacienda creada por la Ley 109 de este año, y del Consejo de Ministros, por estimarse del todo conveniente para los intereses del país.
