Autoiízase al Poder Ejecutivo para destinar hasta el 10 por 100 del producto de la nueva Aduana de Guapi para las obras de saneamiento y mejora de ese puerto, canalización del río Micay y conservación del camino del mismo nombre, dejando en todo caso á salvo los derechos de terceros si estuvieren legalmente constituidos.
