Examen de la amenaza de perjuicio. La amenaza de perjuicio se determinará cuando ésta sea inminente. Para ello el Incomex considerará entre otros factores, la posibilidad de aumento sustancial de las importaciones, siempre que éstas sean hechas a precio de dumping o con subvenciones. Se entiende también que hay amenaza de perjuicio, cuando las importaciones retrasen sensiblemente el establecimiento de una producción en Colombia.
