Art. 33. Prohíbase la publicación del curso de las negociaciones diplomáticas sin permiso del Ministerio de Relaciones Exteriores, bajo pena de multa de cien a quinientos pesos.

Los periodistas y escritores no quedan por ello impedidos para discutir sobre los intereses del país en sus relaciones con las naciones extranjeras.
