Art. 21. En las salinas dadas en arrendamiento a loa particulares, podrá establecer el poder ejecutivo un inspector i hasta cuatro celadores, i señalarles, hasta mil doscientos pesos anuales al primero, i hasta cuatrocientos pesos anuales a cada uno de los segundos.
