La presente Ley rige a partir de su promulgación y deroga las disposiciones que le sean contrarias; declárase, así mismo, cumplida la condición extintiva de la vigencia de las normas a que se refiere el artículo 69 dé la ley 105 de 1993 , cuando se expidan los reglamentos a que se refiere el articulo anterior.
