° Los representantes del Ministro de Educación, del Gobernador o del Alcalde deberán tener las calidades señaladas en el artículo 60 del Decreto 80 de 1980 si se trata de instituciones universitarias, o del artículo 70, si de instituciones tecnológicas. Para este último caso, se entiende por áreas técnicas las de Ingeniería, Arquitectura y afines, Economía y Administración, Agronomía, Veterinaria y afines y Ciencias de la Salud.
