E n desarrollo del artículo 128 del Decreto-ley 294 de 1973, los establecimientos públicos ejecutarán su presupuesto por conducto de la División Delegada de Presupuesto del Ministerio de Hacienda y Crédito Público, en aquellas entidades en donde existan, condición sin la cual todo acto que afecte el presupuesto no tendrá validez.
